HELM sits between an AI agent and the business systems it wants to operate. It turns a broad agent request into an explicit, bounded capability before any material action is allowed.

Identity → Capability → Authority → Policy → Approval → Execution → Evidence → VERIFY. Missing or invalid authority means no execution.

A governed action gateway, control plane, API/MCP integration surface and verification-aware runtime for autonomous and semi-autonomous software.

HELM is not an LLM, browser, chatbot, CRM, general memory system or unrestricted automation engine. Intelligence can change; HELM keeps the execution boundary governed.

Low-risk read actions may become automatic only after validation. Higher-impact communication, configuration, data mutation, money or security effects require proportionately stronger approval and verification.

Capability001 now preserves bound ALLOW receipts and tamper-checkable execution evidence; v0.1.2 also preserves structured DENY evidence. Independent verification checks the evidence chain without relying on the executing component to certify itself.

External agents, browsers and business software can connect through registered capabilities instead of receiving unrestricted access to underlying systems.

Capability001 v0.1.2 is a promoted and frozen pilot baseline for read-only HOS-1 stock search. Its governed ALLOW path, exact-source DENY paths, durable replay protection, evidence/receipt binding and fail-closed downstream handling passed independent review. Live production-HTTP G2/AGIS DENY remains a documented truth limit, so this is not a claim of broad production readiness.

Every system should know what it is permitted to do and what requires human authority.

Higher-impact actions require proportionately stronger review, controls and intervention paths.
